They believed that the natives would take umbrage at the least interference with their religion, and that their own wealth and power, so highly prized, would be lost if idolatry were not merely tolerated, but flattered and supported. The souls of men and the honour of God were nothing to them; they were furious with indignation, and procured from the House of Commons the omission of the clauses.

All the clauses except this last were nugatory because of Spanish weakness, but Bonaparte put in the plea for compensation to the Spanish Bourbons by some grant of Italian territory to the house of Parma. It may be a question, therefore, supposing that the canal should never be begun, whether the renunciatory clauses of the treaty are to have perpetual operation. Technically speaking, this question might be decided in the negative.

The Act has clauses insisting on the provision of a separate dining-room for women workers, of fire-escapes, and protection against dangerous machinery. Girls under fifteen may not work as type-setters; young persons of both sexes are shut out of certain dangerous trades; women may not work in factories within a month after their confinement. Such are the leading features of the Factories Act.

If it be objected, that though these provisions were meant to cover slavery, yet, as they can fairly be interpreted to mean something exactly the reverse, it is allowable to give to them such an interpretation, especially as the cause of freedom will thereby be promoted we reply, that this is to advocate fraud and violence toward one of the contracting parties, whose co-operation was secured only by an express agreement and understanding between them both, in regard to the clauses alluded to; and that such a construction, if enforced by pains and penalties, would unquestionably lead to a civil war, in which the aggrieved party would justly claim to have been betrayed, and robbed of their constitutional rights.

He went farther, and maintained that only such territory as is set apart to form new States must be governed in accordance with those constitutional clauses which relate to the admission of States, and that territory acquired or held for other purposes could be governed quite without reference to any rights which through statehood, or the expectation of statehood, its inhabitants might claim.
