She had no use then for Serbia, and was no friend of the Obrenovitches, and in the Treaty of San Stefano dealt so scurvily by Serbia that Prince Milan opposed the Treaty and said he would defend Nish against Russian troops if necessary. At the Berlin Congress, Milan called for and obtained a good deal more land than Russia had allotted him territory which was, in fact, Bulgar and Albanian.
None of these efforts on the part of Albania's enemies killed the strong race instinct which has enabled the Albanian to survive the Roman Empire and the fall of Byzantium, outlive the fleeting mediaeval Empires of Bulgar and Serb, and finally emerge from the wreck of the mighty Ottoman Empire, retaining his language, his Customs and his primitive vigour a rock over which the tides of invasion have washed in vain.
The Treaty of San Stefano was, however, soon replaced by that of Berlin. By its terms both Serbia and Montenegro achieved complete independence and the former ceased to be a tributary state of Turkey. The Serbs were given the districts of southern Serbia which they had occupied, and which are all ethnically Serb except Pirot, the population of which is a sort of cross between Serb and Bulgar.
THE Macedonian rising of 1903 was a purely Bulgar movement. As is invariably the case with such risings, it was ill-planned; and untrained peasants and irregular forces never in the long run have a chance against regulars. Its history has been told more than once in detail.
From a military point of view the fall of Monastir was not of vast importance; it was of about the same significance from a tactical aspect as Bucharest. But from a moral and political aspect it was of immense importance. Throughout the outlying districts down to Kastoria, over to Albania, and up to Uskub, the population is purely and aggressively Bulgar.
The Balkan States, though waging war with no combined aim, speedily overthrew the Turks in the most dramatic and decisive conflict of our age. The Bulgar army meanwhile drove the Turks southwards in headlong rout until in the third week of November the fortified Tchataldja Lines opposed an invincible obstacle.
The Bulgar knows the Turk, to whom he is more akin by race habits and temperament than to any of the Slav peoples, understands his psychic state, his mode of feeling and thinking, and is therefore qualified to serve as link between the Oriental and the Western. It was in view of this eventuality that the slow, plodding work of grafting Kultur on the Bulgar people was undertaken.

And when finally Serbia conquered all this territory, confirmed to her down to Doiran by the treaty of Bucharest, King Ferdinand of Bulgaria began at once a fiery anti-Serb propaganda throughout the world, and took measures through provocatory agents and Bulgar bands crossing from Bulgaria into Macedonia to create disturbances.
