I can understand a military dictatorship in a besieged capital, and I can understand a small elected council acting with revolutionary energy; but what I cannot understand is a military governor who fears to enforce military discipline, and a dozen respectable lawyers and orators, whose sole idea of Government is, as Blanqui truly says, to issue decrees and proclamations, and to make speeches.

Besides, I do not know what method M. Blanqui proposes to employ in order to realize his generous thought, whether it be the establishment of national workshops, or the loaning of capital by the State, or the expropriation of the conductors of business enterprises and the substitution for them of industrial associations, or, finally, whether he will rest content with a recommendation of the savings bank to workingmen, in which case the participation would be put off till doomsday.

So that, in the society proposed by M. Blanqui, equality would not be realized at first, but would exist potentially; since property, though outwardly seeming to be industrial feudality, being no longer a principle of exclusion and encroachment, but only a privilege of division, would not be slow, thanks to the intellectual and political emancipation of the proletariat, in passing into absolute equality, as absolute at least as any thing can be on this earth.

I was already a member of a secret society organized against the Empire, with Blanqui at its head. In 1866 I came back to Paris, and persuaded all my fellow-workmen in the establishment where I was employed to become conspirators. We waited for a good opportunity to commence an insurrection.

They would march the troops in, sweep away this gathering of imbeciles, establish martial law, disarm Belleville and Montmartre, shoot Floureus, Pyat, Blanqui, and a hundred of the most noxious of these vermin; forbid all assemblages, turn the National Guards into soldiers, and after rendering Paris impotent for mischief turn their attention to the Germans.

Then, proprietors are interested in maintaining the statutes and privileges of the Bank; then, a reform in this matter would compromise the right of increase; then, the peers and deputies are better informed than Professor Blanqui.

It is not a product of modern conditions. Rather it harks back to the earlier conspiratory Socialism of Blanqui, with its traditions inherited from Robespierre and Babeuf. So far as its advocates are concerned, Marx and the whole modern Socialist movement might as well never have existed at all.

There was still no little talk of that description. The old agitator Auguste Blanqui long confined in one of the cages of Mont Saint-Michel, but now once more in Paris never wearied of opposing peace in the discourses that he delivered at his own particular club, which, like the newspaper he inspired, was called "La Patrie en Danger."

We will examine successively these two systems, one of which is represented by M. Blanqui, the other by M. Chevalier. M. Blanqui is a friend of association and progress, a writer of democratic tendencies, a professor who has a place in the hearts of the proletariat.
