This is what the Conservative party, what Roon and the army wished to do. It was not Bismarck's intention. He required the support of the patriotic Liberals for the work he had to do; he proposed, therefore, that the Government should come before the House and ask for an indemnity.
Lord Odo Russell was present at their interview in order to support the Russian Chancellor, who parried Bismarck's attack by affecting a paternal interest in his health: "Come, come, my dear Bismarck, be calm. You know that I am very fond of you. I have known you since your childhood. But I do not like you when you are hysterical. Come, you are going to be hysterical.
Yet Bismarck's famous sentence expressed the truth of the matter for Germany. Austria had been put outside the German pale, and Germany north of the Main had accepted unity under the hegemony of Prussia, but there still remained the four great States of South Germany to bring in. They had been the allies of Austria in 1866, and Prussia, had she willed it, might have incorporated them by conquest.
Liebknecht later exposed August Brass as in the employ of Bismarck, although he was a "red republican," who had started a journal and had obtained Liebknecht's coöperation. Furthermore, when he was tried for high treason in 1872, Liebknecht declared that Bismarck's agents had tried to buy him. "Bismarck takes not only money, but also men, where he finds them.
The political problems were grappled with one by one, and were trenchantly solved. Union was won by Bismarck's diplomacy and Prussia's sword; and when the longed-for goal was reached in seven momentous years, the same qualities were brought to bear on the difficult task of consolidating that union.
He believed that old Dryfoos could step into Bismarck's shoes and run the German Empire at ten days' notice, or about as long as it would take him to go from New York to Berlin. But Bismarck would not know anything about Dryfoos's plans till Dryfoos got ready to show his hand. Fulkerson himself did not pretend to say what the old man had been up to since he went West.
The sea was comparatively calm, but all of a sudden a waterspout arose close to the ship, and a great mass of water burst over the ladies' saloon, crushing through its roof and the roof of the deck below and hurling a piano down into the very hold." The other piece of news he told was that Schweninger was in Friedrichsruh with Bismarck and that Bismarck's death was being expected hourly.
And it is curious to notice Bismarck's extreme caution in diplomacy, where he was a recognised master, and his rashness in legislation, where the ground was often new to him. In foreign affairs a false move may easily be withdrawn, a change of alliance quickly made; it often happens that speed is more important than wisdom.
GERMANY: BISMARCK's LATER POLICY. Since 1878, when Bismarck abandoned his alliance with the National Liberals, he had been endeavoring to increase the financial strength of the empire by changing the customs and excise system, to conquer the socialists both by direct attack and by taking the working classes under the special care of the state, and, more recently, to procure for Germany colonial possessions.
It had welded them together in a compact Empire which no power in Europe could disrupt, and as such a union was the aim of Bismarck's life, he surely had a right to feel jubilant.
