I cannot yield, therefore, as a German prince, that Austria increase her power in an illegitimate manner, but I will cast my good sword in the scales, that the balance is heavier on the side upon which depends the existence of Germany, that she may not be tossed in the air by Austria's weight. These are my views and reasons for the war upon which I now enter with reluctance.

It fell to Prussia to head the movement. But, as may be conceived, she was not hearty in the cause. Her statesmen hesitated, argued, equivocated, and made a show of preparing, but slowly, for war. Meanwhile, the news of the successive defeats of Austria roused still more the patriotism of the Germans.

November 14 Polish troops occupy the royal palaces in Warsaw and seize telegraph and telephone connections with Vienna. United States loans another hundred million dollars to Italy for food supplies. Dangerous bolshevik disorders in Germany and Austria. German crown prince interned in Holland.

If it seemed dreamlike to us, so near at hand, how could the people in America, three thousand miles away, feel its reality or grasp its meaning? They could not do it then, and many of them have not done it yet. But we who were on the other side of the sea were suddenly and rudely awakened to know that the bad dream was all too real. On July 28 Austria declared war on Servia.

It appears that the Prince, after leisurely crossing the continent on his way around the world, had come to the Truxton Kings for a long- promised and much-desired visit, the duration of which depended to some extent on his own inclinations, and not a little on the outcome of the war-talk that affected two great European nations Russia and Austria.

England is at war with us, there is nothing therefore further to fear from her. We might hang every Englishman we can lay hands on, and England could do no more than she is doing at the present moment: bombard our ports, bluster and threaten, join hands with Flanders, and Austria and Sardinia, and the devil if she choose. Allons! vogue la galere!

No nation in the world would dream of attacking Germany, nor has Germany the slightest intention of imperilling her coming supremacy amongst the nations by such crude methods as military enterprise. Servia must be punished, naturally, but to that, in principle, every nation in Europe is agreed. We shall not permit Austria to overstep the mark."

And, mark well, gentlemen, in consequence of the geographical situation of her dominions, and being also sovereigns of Hungary, it was chiefly the house of Austria which was considered to be and cherished as the great bulwark against Russia charged especially with a jealous guardianship of Turkish rights.

The court of Vienna had the greatest interest in the war, for family reasons, as well as on account of the dangers to which a reverse might subject her provinces. For some reason, difficult to understand, Austria co-operated only to the extent of thirty battalions: forty-five thousand men remained as an army of observation in Brisgau, on the Rhine, and in Flanders.

The Papal States were now the only Italian principality of any size which was not dominated by Austria. So far Austria had been sufficiently powerful in the congresses of the powers to be able to prevent interference with other states where it was not to her interest, and to incline the balance in favour of it where intervention would strengthen her.
