The observer who is desirous of forming an opinion on the state of instruction among the Anglo-Americans, must consider the same object from two different points of view. If he only singles out the learned, he will be astonished to find how rare they are; but if he counts the ignorant, the American people will appear to be the most enlightened community in the world.
The radical difference of the industrial methods in sugar from those in the other staples, however, together with the predominance of the French language, the Catholic religion and a Creole social régime in the district most favorable for sugar, made Anglo-Americans chary of the enterprise; and the revival of cotton prices after 1815 strengthened the tendency of migrating planters to stay within the cotton latitudes.
It is in the eastern states that the Anglo-Americans have been longest accustomed to the government of democracy, and that they have adopted the habits and conceived the notions most favorable to its maintenance. Democracy has gradually penetrated into their customs, their opinions, and the forms of social intercourse; it is to be found in all the details of daily life equally as in the laws.
The Anglo-Americans have always displayed a very decided taste for the sea. The declaration of independence broke the commercial restrictions which united them to England, and gave a fresh and powerful stimulus to their maritime genius. Ever since that time, the shipping of the Union has increased in almost the same rapid proportion as the number of its inhabitants.
Democracy carried to its utmost Limits in the new States of the West. Equality of Education. Many important observations suggest themselves upon the social condition of the Anglo-Americans; but there is one which takes precedence of all the rest.
The very fact that for a century, while Anglo-Americans had been in constant bloody warfare with savages, Frenchmen had managed to keep on easy and highly profitable trading terms with them, tended to confirm the worst implication. "Eat frogs and save your scalp," was a bit of contemptuous frontier humor indicative of what sober judgement held in reserve on the subject.
He had found eleven little new cousins on the scene of action when he had returned after five years clear-eyed young Anglo-Americans, ready to take charge of the future. And he, what was his place in the building of his native city?
In contrast to the idea for which Germany now stands, the Anglo-Saxon instinctively and tenaciously believes in the liberty and initiative of the individual. We, of course, are no longer Anglo-Saxon. When De Tocqueville in 1831 visited our country, surveyed our institutions and, after returning home, made his trenchant diagnosis of our democracy, he could justly designate us Anglo-Americans.
Judicial institutions exercise a great influence on the condition of the Anglo-Americans, and they occupy a prominent place among what are properly called political institutions: in this respect they are peculiarly deserving of our attention.
The power of punishing the misconduct of public officers, or of performing the part of the executive, in urgent cases, has not, however, been bestowed on the same judges in all the states. The Anglo-Americans derived the institution of justices of the peace from a common source; but although it exists in all the states, it is not always turned to the same use.
