Mr. Bernard Shaw has made a similar and very ingenious attempt, not exactly to found a new religion, but to place his ideas in a religious atmosphere. 'This man' has not been a failure yet; for nobody has ever been sane enough to try his way."

The personal acquaintance of these two distinguished men began in the strangest manner. One of the most illustrious members of the Institute, Volney, on returning from the New World, said: "The Anglo-Americans tax the French with lightness, with indiscretion, with chattering." All the world knows that he halted at Chaillot.

Nature offers the solitudes of the New World to Europeans; but they are not always acquainted with the means of turning her gifts to account. Other peoples of America have the same physical conditions of prosperity as the Anglo-Americans, but without their laws and their manners; and these peoples are wretched.

Passing beyond the Iberville River, which was indeed no river at all but only an overflow of the Mississippi, the traveler up-stream saw on his right hand "the government of Baton Rouge" with its scattered settlements and mixed population of French, Spanish, and Anglo-Americans; and still farther on, the Spanish parish of West Feliciana, accounted a part of West Florida and described by President Jefferson as the garden of the cotton-growing region.

Add to which, that we have, in the Anglo-Americans, an example of a new variety arising within these few generations; and that, if we may trust to the descriptions of observers, we are likely soon to have another such example in Australia. On passing from Humanity under its individual form, to Humanity as socially embodied, we find the general law still more variously exemplified.

Such has not been the case in the United States. The Anglo-Americans settled in a state of civilisation, upon that territory which their descendants occupy; they had not to begin to learn, and it was sufficient not to forget.

The master finds himself, with no taint of personal concern in the African trade, in a Christian community of white Anglo-Americans, holding control over his black fellow-man, who is so unlike himself in complexion, in form, in other peculiarities, and so unequal to himself in attributes of body and mind, that it is impossible, in every sense, to place him on a level with himself in the community.

Hence it follows that if in the researches of political economy we are accustomed to survey masses only, we cannot but admit that the American continent is divided, properly speaking, between three great nations of English, Spanish, and Portuguese race. The first of these three nations, the Anglo-Americans, is, next to the English of Europe, that whose flag waves over the greatest extent of sea.

The Dissolution of the Union would not check the maritime Vigor of the States. Reason of this. Anglo-Americans will naturally supply the Wants of the inhabitants of South America. They will become, like the English, the Factors of a great portion of the World.

Among the thirty-four million inhabitants spread over the vast surface of continental America, in which estimate are comprised the savage natives, we distinguish, according to the three preponderant races, sixteen millions and a half in the possessions of the Spanish Americans, ten millions in those of the Anglo-Americans, and nearly four millions in those of the Portuguese Americans.
