I never heard of any people looking hack to the country of their remote origin in the way the Anglo-Americans do. For instance, England is made up of many alien races, German, Danish. Norman, and what not: it has received large accessions of population at a later date than the settlement of the United States.

For nations which have arrived at the same stage of social existence as the Anglo-Americans, it is therefore very difficult to discover a medium between the sovereignty of all and the absolute power of one man: and it would be vain to deny that the social condition which I have been describing is equally liable to each of these consequences.

But these two causes cannot operate in the same manner in the southern states. On the one hand, the mass of slaves is too great for any expectation of their ever being removed from the country to be entertained; and on the other hand, the Europeans and the Anglo-Americans of the north are afraid to come to inhabit a country, in which labor has not yet been reinstated in its rightful honors.

In closing, it is in order to note once again that the emotional characteristics considered in this chapter, although customarily thought to be deep-seated traits of race nature, are, nevertheless, shown to be dependent on the character of the social order.

Thus, as the condition of society was democratic, the empire of democracy was established without difficulty.
