The State and Treasury Departments will be in a position shortly to submit for your consideration a draft of an agreement to be executed between the United States and Germany providing for the payments of these revised amounts. A more extensive statement will be submitted at that time. The total amount of indebtedness of the various countries to the United States now funded is $11,579,465,885.

I do not know just how many slaves the Confederate Government required each master to furnish for its service, but I know that 15 of the 465 slaves on my master's, Col. M.E. By land, the distance is 470 miles; by water, 800 miles during the rainy season, and 465 miles more during the dry months, as the boats are compelled to take very circuitous routes to pass from the Hoogly, through the Sonderbunds, into the Ganges. The land journey is performed in post-palanquins, carried by men, who, like horses, are changed every four or six miles.

This was almost entirely the result of the substitution of slave labor for the labor of the indentured servant. The importation of negroes had begun early in the 17th century, but for many years their numbers were so few that the vast bulk of the work in the fields had been performed by white men. In 1625 there were about 465 white servants in Virginia and only 22 negroes.

Garrick professed to wonder by what artifice he could be introduced; but Mallet let him know, that by a dexterous anticipation he should fix him in a conspicuous place. "Mr. Mallet," says Garrick in his gratitude of exultation, "have you left off to write for the stage?" Mallet then confessed that he had a drama in his hands. It might do the same in Virginia, where 719,000 citizens disfranchise 533,000; in Alabama, where 596,000 citizens disfranchise 437,000; in Georgia, where 591,000 citizens disfranchise 465,000; in Louisiana, where 357,000 citizens disfranchise 350,000; in Mississippi, where 353,000 citizens disfranchise 436,000; and in South Carolina, where only 291,000 citizens disfranchise 411,000.

This sum therefore justly chargeable to the year 1859, must be deducted from the sum of $59,848,474.72 in order to ascertain the expenditure for the year ending June 30, 1860, which leaves a balance for the expenditures of that year of $55,402,465.46.

"The life of this body" would, I think, fairly express the idea of the bhikshu. See the account of Buddha's preaching in chapter xviii. The sentiment of this clause is not easily caught. See E. I am happy, however, to be able to inform you that during the last fiscal year, ending June 30, 1860, the total expenditures of the Government in all its branches legislative, executive, and judicial exclusive of the public debt, were reduced to the sum of $55,402,465.46. This conclusively appears from the books of the Treasury.
