There were five cities with populations between 500,000 and 1,000,000; eleven between 250,000 and 500,000; 31 between 100,000 and 250,000; 59 between 50,000 and 100,000; 120 between 25,000 and 50,000; 374 between 10,000 and 20,000; 629 between 5,000 and 10,000, and 1,173 between 2,500 and 5,000. The thirteenth census revealed but slight change in the location of the centre of population.

That is made plain by a subsequent statement towards the end of the Report which leads on to the very severe pronouncement in paragraph 377 that the Commissioner had been obliged to listen to "a predetermined plan of deception ... an orchestrated litany of lies". The relevant passage is in paragraph 374: "The fact that the navigation course of the aircraft had been altered in the computer had been disclosed by the chief inspector in his report dated 31 May 1980, 6 months after the disaster.

Criticism has started many a reform in church and state. The presence of the critic in any group is an irritant that provokes to progressive action. 374. =Discussion.= Criticism leads to discussion. The parties, religious as well as political, into which the city was split up, all came to him with their grievances, and, wonderful to say, never murmured at his verdicts. One learns with surprise that only about forty copies have been subscribed for.
