As the letter of Consecration reads: Presentibus tam e Clero quam e Populo Testibus idoneis. The occasion was a memorable and particularly solemn one. Seabury himself said of it: "It was the most solemn day of all my life God grant I may never forget it."

The ambulatory is also floored with mosaic, in which is this inscription: NOVA POST VETERA COEPIT SYNFERIUS ESYCHIUS CJUS NEPOS CUM CLERO ET POPULO FECIT HAEC MUNERA DOMUS XPE GRATA TENE. The two names here recorded are those of bishops of the end of the fourth and beginning of the fifth centuries, judging from the palæography of other inscriptions. Esychius was bishop, 406-426.

Even when it comes to the election, yet populus non solus judicat, sed proeunte et moderante actionem clero et presbyterio, let the elders of the congregation, together with some of the clergy concurring with them, moderate the action, and go before the body of the people.

Treasons, therefore, not against the King's person immediately, petty treasons and felonies, seem to have been the cases where it was allowed; and even of those, not for insidiatio viarum, depopulatio agrorum, or combustio domorum. The statute de Clero, 25 E. 3. st. 3. c. 4. settled the law on this head. 2. As to the persons, it extended to all clerks, always, and toties quoiies. 2 H. P. C. 374.
