In 1738 the General Assembly enacted legislation providing that the inspectors were to be appointed by the governor from a slate of four candidates nominated by the local county courts. Where two warehouses under one inspection were in different counties, two candidates were to be nominated by each county. This procedure remained unchanged until the middle of the nineteenth century.

After the institution of this sect by George Whitfield, in 1738, they were first covered by the heavens, equally exposed to the rain and the rabble, and afterwards they occupied, for many years, a place in Steelhouse-lane, where the wags of the age observed, "they were eat out by the bugs."

In the end, sound purpose, built on fact and the Laws of Nature, carried it; lies, vituperations, rumors and delusion sank to zero; and the true result remained. In 1738, the Salzburg Emigrant Community in Preussen held, in all their Churches, a Day of Thanksgiving; and admitted piously that Heaven's blessing, of a truth, had been upon this King and them.

Beginning with the flying shuttle of John Kay in 1738, followed by the spinning jenny of James Hargreaves in 1764, the water-frame of Richard Arkwright in 1769, and the mule of Samuel Crompton ten years later, machines were provided which could spin any quantity of fiber likely to be offered.

He returned objecting to many things, but more than ever convinced of his new doctrine, and more than ever resolved to spend his life in diffusing it. In the course of 1738 the chief elements of the movement were already formed. Whitefield had returned from Georgia.

Roger Gale gave it, with his own and his father's other MSS., to Trinity College, Cambridge, in 1738. On the whole, however, Cambridge has not been nearly so fortunate as Oxford in accumulating Greek books.

But as he left for Montpellier in the autumn of 1737, and found the obnoxious Vinzenried installed in 1738, the pure and characteristic felicity of Les Charmettes perhaps only lasted about a year or a year and a half. But a year may set a deep mark on a man, and give him imperishable taste of many things bitter and sweet.

While on a visit to this country in 1740 he purchased a large tract of land at Nazareth, Pennsylvania, for the purpose of founding a school for the education of Negroes. Deciding later to go south, he sold the site to the Moravian brethren who had undertaken to establish a mission for Negroes at Bethlehem in 1738.

One of the very few inventions of the early part of the century intensified this difficulty. Kay's drop box and flying shuttle, invented in 1738, made it possible for a man to sit still and by pulling two cords alternately throw the shuttle to and fro.

This would throw the Montpellier journey, which he says came after the visit to Geneva, into 1738, but the letters to Madame de Warens from Grenoble and Montpellier are dated in the autumn and winter of 1737.
