When, later on, I announced to my friends and relatives my intention of taking up a residence in the interior of Honduras for the ensuing five years, I was fairly overwhelmed by the storm of exclamations, reproaches, dire predictions, and tearful expostulations, none of which shook my resolution.
But with all my indignation against them, for which there was reason enough, I knew in my heart that I had looked up to them, and stood in awe of them, for reasons that made me the cad they called me. Ever since my arrival in Honduras I had been carried away by the talk of the Fiske millions, and later by the beauty of the girl, and by the boy's insolent air, of what I accepted as good breeding.
The British Government, immediately after rejecting the treaty as amended, proposed to enter into a new treaty with the United States, similar in all respects to the treaty which they had just refused to ratify, if the United States would consent to add to the Senate's clear and unqualified recognition of the sovereignty of Honduras over the Bay Islands the following conditional stipulation: Whenever and so soon as the Republic of Honduras shall have concluded and ratified a treaty with Great Britain by which Great Britain shall have ceded and the Republic of Honduras shall have accepted the said islands, subject to the provisions and conditions contained in such treaty.
Under the governorship of Lord Vaughan, and after him of Lord Carlisle, matters continued in this same uncertain course, the English settlements in Honduras gradually increasing in numbers and vitality, and the Spaniards maintaining their right to take all ships they found at sea laden with logwood, and indeed, all English and French ships found upon their coasts.
The States of Nicaragua, Costa Rica, and Honduras are the only Central American States whose consent or cooperation would in any event be necessary for the construction of the ship canal contemplated between the Pacific and Atlantic oceans by the way of Lake Nicaragua.
The coast of the mainland had thus been explored from the Bay of Honduras to Brazil, and Columbus was obliged to admit that there was no strait. Having satisfied himself of that he decided to turn back to Veragua, where he had seen the natives smelting gold, in order to make some arrangement for establishing a colony there.
The treaty as amended was ratified by me on the 12th March, 1857, and was transmitted to London for ratification by the British Government. That Government expressed its willingness to concur in all the amendments made by the Senate with the single exception of the clause relating to Ruatan and the other islands in the Bay of Honduras.
It divided them from the remainder of Honduras and gave to their inhabitants a separate government of their own, with legislative, executive, and judicial officers elected by themselves. It deprived the Government of Honduras of the taxing power in every form and exempted the people of the islands from the performance of military duty except for their own exclusive defense.
I received a few lines from him, after the landing of the expedition in Honduras, written more cheerfully and hopefully than he has written yet. A month or six weeks later I saw an extract from an American newspaper, describing the departure of the adventurers on their inland journey.
As the result of negotiations with the Government of Honduras in regard to the indemnity demanded for the murder of Frank H. Pears in Honduras, that Government has paid $10,000 in settlement of the claim of the heirs.
