They always have, or think they have, a primâ facie case to start with. They have been preparing just as the highwayman has been preparing for his aggressive movement. They expect to find, and they commonly do find, their victims only half ready, if at all forewarned, and to take them at a disadvantage.
Whether this country will find it wise to reverse its national policy of free admission to outside labour, it is not easy to predict. The point should not be misunderstood. Free admission of cheap foreign labour must be admitted primâ facie to be conducive to the greatest production of wealth in this country.
All monophysites united in condemning the diphysite doctrine that after the incarnation Christ was and is "in two natures." Such a Christ they would not worship. It was "the image with two faces that the Council of Chalcedon had set up." They adopted the Athanasian phrase, "One incarnate nature of God the Word," as their battle-cry. The texts speaking of the origination of the world therefore intimate the Pradhana taught by the great Sage Kapila. This prima facie view is set aside by the words of the Sutra.
It is not, therefore, a question whether we shall have a Federal election law, for we now have one and have had for nearly twenty years, but whether we shall have an effective law. The present law stops just short of effectiveness, for it surrenders to the local authorities all control over the certification which establishes the prima facie right to a seat in the House of Representatives.

But I looked upon beggary as, in all ordinary cases, prima facie evidence that there was something wrong behind it. The great evil and mischief lay in indiscriminate charity.
