Public revenues amounting to $1,414,079,292.28 have been collected and disbursed without loss from misappropriation, without a single defalcation of such importance as to attract the public attention, and at a diminished per cent of cost for collection.

Subtracting this from the amount of decrease in the population, namely, 2,476,414, the remainder will be 1,039,552; which number of persons must have died of starvation and its concomitant epidemics; but even this number, great as it is, must be supplemented by the deaths which occurred among Famine emigrants, in excess of the percentage of deaths among ordinary emigrants.

Hist., iii, 69. Of course, no woman ever had a right to vote; but neither did anybody else, since the Roman government had become an absolute despotism. The first woman on the throne was Pulcheria, who, in 450 A.D., was proclaimed Empress of the East, succeeding her brother, Theodosius II. But she soon took a husband and made him Emperor. She had been practically sole ruler since 414.

No other savage people so boldly resisted the Iroquois; but the story in Hazard's Annals of Pennsylvania, that a hundred of them beat off sixteen hundred Senecas, is disproved by the fact, that the Senecas, in their best estate, never had so many warriors. The miserable remnant of the Andastes, called Conestogas, were massacred by the Paxton Boys, in 1763. See "Conspiracy of Pontiac," 414.

It was therefore recommended to her, that she should pay her forces in base money; and it was asserted that, besides the great saving to the revenue, this species of coin could never be exported with advantage, and would not pass in any foreign market. * Camden, p. 643 Rymer, tom, xvi. p. 414.

If we take the eleven million youths fifteen to twenty years of age for whom vocational training is particularly adapted, we find that nearly five per cent of these, or 448,414, are absolutely illiterate; it is not too much to assume that a million of them have not acquired enough of the ordinary tools of intelligence to make the most of efficient vocational training.

Thus, a grand total of 471,414 Ulster men and women gave their adherence to the policy of which the Ulster Covenant was the solemn pledge. To every one of these was given a copy of the document printed on parchment, to be retained as a memento, and in thousands of cottages throughout Ulster the framed Covenant hangs to-day in an honoured place, and is the householder's most treasured possession.

In the meanwhile however, it appears from the Report that nearly 4-1/2 per cent of the inmates of the depots are discovered and redeemed by their friends, the numbers being 414 at Singapore, and 278 at Penang, and a further 1-3/4 per cent, or 236 at Singapore, and 55 at Penang, are shown under the headings "released and returned to China," having presumably been discovered to have been kidnaped.

The hospital escaped any injury, however, and in her report for 1900, Dr. Stone said: "Our new hospital is a comfort and constant inspiration to us in our work. We were indeed grateful, after half a year's enforced exile, to come home and find it intact and ready for use.... During six months there have been 3,679 dispensary patients, 59 in-patients, and 414 visits."
