I find in the record of the campaign the detail that Lincoln returned to certain of his friends who had undertaken to find the funds for election expenses, $199.90 out of the $200 subscribed. In 1847, Lincoln was one of the group of Whigs in Congress who opposed the Mexican War. These men took the ground that the war was one of aggression and spoliation.

Within a period of less than three months he sunk fifteen merchant ships, captured the Appam and sent her to Norfolk, Va., then returned home with 199 prisoners and $250,000 in gold bars. And he may have been responsible for the loss of the British battleship King Edward VII, of 16,500 tons, which struck a mine in the North Sea on January 9, 1916.

That there have been drawn from the Treasury, in paying the public debt and sustaining the Government in all its operations and disbursements, since the 4th of March, 1817, $157,199,380.96, the accounts for which have been settled to the amount of $137,501,451.12, leaving a balance unsettled of $19,697,929.84.

199. =Strikes.= The principle of organization of the trade-union is democratic. The unit of organization is the local group of workers which is represented on the national governing bodies; in matters of important legislation, a referendum is allowed. Necessarily, executive power is strongly centralized, for the labor-union is a militant organization, but much is left to the local union.
