Would it enter effectively into the questions of public life, or would it be so much passive voting material, wax in the hands of the less scrupulous politicians? The question is a fair one, but people are too ready to answer it in the less favourable sense on the ground of the actual indifference or ignorance which they find or think they find among the unenfranchised.
Balthazar Walker in the chair, and Admiral Hay Denver among his more prominent supporters. One benighted male had come in from the outside darkness and had jeered from the further end of the hall, but he had been called to order by the chair, petrified by indignant glances from the unenfranchised around him, and finally escorted to the door by Charles Westmacott.
But populus contrasted in Hungarian law with plebs, the misera plebs contribuens, that phrase of ominous meaning to describe the mass of the oppressed and unenfranchised people, the populus being the nobles, a caste which was relatively very wide, but none the less a caste, and which enjoyed a monopoly of all political power.
Although, of course, as yet unenfranchised, they took as a rule a keener interest in political matters meaning thereby the one absorbing question of the Union than their sex in other parts of the United Kingdom. When critical times for the Union arrived there was, therefore, no apathy to be overcome by the Protestant women in Ulster.
Among the yet unenfranchised districts, especially in the North of England, Brougham probably counted for more, so far as the question of reform was concerned, than all the other reformers in Parliament put together. It would be idle to think of creating a Reform Ministry just then without Henry Brougham. The new Administration could not possibly get on without him.
If it is certain that even unenfranchised Italians, however poor, could be made to serve in the Roman army, it was a proprietor's direct interest from that point of view to employ slaves, of whose services he could not be deprived. The great slave-producing countries were those bordering on the Mediterranean Africa, Asia, Spain, &c.
But most of all, and before all, I believe, I am sure it is true in Lancashire, where the working men have seen themselves coming down from prosperity to ruin, from independence to a subsistence on charity, I say that I believe that the unenfranchised but not hopeless millions of this country will never sympathize with a revolt which is intended to destroy the liberty of a continent, and to build on its ruins a mighty fabric of human bondage.
Here is the world humanity has made: will you take full citizenship in it, or will you live in it as dull, as slow to receive, as unenfranchised, as the idlers for whom civilization has no uses, or the deadened toilers, men or beasts, whose labor shuts the door on choice?
It would be idle to discuss what might have happened had Mr. Kruger seized his opportunity and let in a considerable section of the then unenfranchised to strengthen the ranks of the Republican party; that can only be a matter of individual conjecture. What is certain, however, is that he did not do so and never intended to do so; wherein his lack of statesmanship is again made manifest. Mr.
He was never generous, always abusive, and truth did not enter into his calculations. But he saw with unsurpassed clearness the nature of the issue and he was a powerful instrument in the discomfiture of the king. He won a new audience for political conflict and that audience was the unenfranchised populace of England.
