But Caution thinks a petition improper and unnecessary; because, says he, “your Delegates will move for, and exert themselves to procure, the calling a Convention.” Admitting your Delegates to move to have a Convention called, does it follow that they will add to their motion these essential words, to confirm and ratify the Constitution?

The treaty had previously been solemnly ratified by the King of the French in terms which are certainly not mere matters of form, and of which the translation is as follows: WE, approving the above convention in all and each of the dispositions which are contained in it, do declare, by ourselves as well as by our heirs and successors, that it is accepted, approved, ratified, and confirmed, and by these presents, signed by our hand, we do accept, approve, ratify, and confirm it; promising, on the faith and word of a king, to observe it and to cause it to be observed inviolably, without ever contravening it or suffering it to be contravened, directly or indirectly, for any cause or under any pretense whatsoever.

There were two or three of the future Girondins who taught that the people may be better trusted than representatives, and who were ready to ratify the Constitution, and even to decide upon the adoption of laws, by the popular vote.

Francis and Mary, whose counsels were wholly directed by them, refused to ratify the treaty of Edinburgh and showed no disposition to give her any satisfaction for that mortal affront which they had put upon her, by their openly assuming the title and arms of England.

Let us elect two emperors, one of whom may conduct the war against the public enemy, whilst his colleague remains at Rome to direct the civil administration. I cheerfully expose myself to the danger and envy of the nomination, and give my vote in favor of Maximus and Balbinus. Ratify my choice, conscript fathers, or appoint in their place, others more worthy of the empire."

As I had stipulated with Mazarin that I should have my liberty on condition that I would resign my archbishopric at Vincennes, which I knew would not be valid, I was surprised to hear that the Pope refused to ratify it; because, though it would not have made my resignation a jot more binding, yet it would have procured my liberty.

Thus Congress does not submit an amendment, but proposes it; and it does this only when two-thirds of both Houses deem it necessary. The primary act of judgment is performed by Congress; what remains for the Legislatures is to ratify or not to ratify that act.

The paragraph in Washington's letter on which Randolph intended to base this charge was as follows: "My opinion respecting the treaty is the same now that it was; namely, not favorable to it, but that it is better to ratify it in the manner the senate have advised, and with the reservation already mentioned, than to suffer matters to remain as they are, unsettled."

On the 20th of December, 1860 the fourth day of the sittings the Ordinance of Secession was reported by the Committee, and was at once unanimously passed, as also was a resolution that "the passage of the Ordinance be proclaimed by the firing of artillery and ringing of the bells of the city, and such other demonstrations as the people may deem appropriate on the passage of the great Act of Deliverance and Liberty;" after which the Convention jubilantly adjourned to meet, and ratify, that evening.

He was, however, made a member of the Council of Censors, and in 1784 represented his county in the General Assembly of Pennsylvania. He was likewise, in 1787, a member of the Convention of the State called to ratify the Constitution of the United States.
