On the city streets robbery and murder were of frequent occurrence, no one was safe, and wrongdoers went unpunished because, frequently, the officers of the law were in league with them. At last the best citizens felt that for the sake of their homes and families they must take matters into their own hands, so they formed an association, seven thousand strong, which was known as the "Vigilantes."

The people of Tennessee were the wronged, and not the wrongdoers, and it was upon them that the heaviest strokes of the Indians fell. The Georgia frontiers were also harried continually, although much less severely; but the Georgians were themselves far from blameless.

And that is a serious result, because in an out-of-the-way village, if the Patel takes no action, almost any crime, even murder, could be committed, and the fact need never be known. It should, however, be added that the detection of wrongdoers is beset in India with peculiar difficulties.

Not only does the genuine Christian spirit carry the soul out in sympathy with misery, but it often leads it to prefer certain particular classes of sufferers or wrongdoers, on whom to lavish its self-sacrificing love, and restlessly spend itself in efforts for their benefit.

The one overshadowing fact in the history of Tennessee during Blount's term as governor was the Indian warfare. Hostilities with the Indians were never ceasing, and, so far as Tennessee was concerned, during these six years it was the Indians, and not the whites who were habitually the aggressors and wrongdoers.

The reason was that the reigning Duke Vicentio was excessively good-natured, and disliked to see offenders made unhappy. The consequence was that the number of ill-behaved persons in Vienna was enough to make the Duke shake his head in sorrow when his chief secretary showed him it at the end of a list. He decided, therefore, that wrongdoers must be punished. But popularity was dear to him.

The Third Estate was equal to the three Estates together, for the others had no right to be represented. As power exercised otherwise than by consent, power that does not emanate from those for whose use it exists, is a usurpation, the two first orders must be regarded as wrongdoers. They ought to be repressed, and the means of doing harm taken from them.

That people is attached neither to priests, nor to superstition, nor to ceremonies; it is attached only to worship in itself, or in other words to the idea of an incomprehensible Power, the terror of wrongdoers, the stay and comfort of virtue, to which it delights to render words of homage that are all so many anathemas against injustice and triumphant crime.

This rule applies to all cases in which the neighbor is made to suffer unjustly in his lawful possessions; and it effects all wrongdoers whether they steal or destroy another's goods or co-operate efficaciously in such deeds of sin.
