The unreadiness to come to a decided opinion in doubtful cases is due to the absence of any overruling principle; and the lack of a general principle is due to ignorance of all the particulars which it would affect.
This unreadiness, plainly manifested by its actions, was the more culpable because the unfortunate Hull, in his letter of March 6, 1812, just quoted, a month before his unwilling acceptance of his general's commission, had laid clearly before it the leading features of the military and political situation, recognized by him during his four years of office as Governor of the Territory.
"I am glad to see you," he repeated, with singular earnestness "glad to see you and to feel you; and to-night of all nights in the year." "Why to-night especially?" "Oh, never mind. It's just as well, too, you didn't let me know beforehand you were coming; the unreadiness is all, to paraphrase the poet.
They were involved, and almost stifled and buried alive, in their own corporeal substance. The very unreadiness and oppression wherewith these greasy citizens gained breath enough to keep their life-machinery in sluggish movement appeared to make them only the more sensible of the ponderous and fat satisfaction of their existence.
And, be it noted, that down to the last halter and the least fragment of detail, the German Army was provided with every conceivable aid to success in duplicate. "Never in any enterprise known to history was less left to chance. The German War Office left nothing at all to chance, not even its conception a certainty really of Britain's amazing unreadiness. And the German Army took no risks.
''You are quite mistaken, said Emmeline distantly, 'if you think that the money matter has anything to do with with my unreadiness to agree 'Oh, I didn't think it not for a moment. I'm a trouble to you; I know I am. But I'll be so quiet, dear Mrs. Mumford. You shall hardly know I'm in the house. If once it's all settled I shall never be out of temper. Do, please, let me stay!
They have clapped the scoundrel who had charge of the Yard at Chatham in the Tower but will that mend matters? A scapegoat, belike, to suffer for higher scoundrels. The mob is loudest against the Chancellor, who I doubt is not to blame for our unreadiness, having little power of late over the King.
But there was a thing to come between; a thing not wholly unlooked for, but none the less destructive of whatever small hope of regeneration the victim of unreadiness had been cherishing. When the superintendent recrossed to the Celestial corner, Mesa Avenue was still practically deserted, though the group on the hotel porch had increased its numbers.
Their duty is fraught with constant peril. Submarines may be lurking and mines may have been laid upon the routes they have to traverse, but never have there been the least signs of unreadiness or unwillingness to proceed to sea when ordered to do so. Most of the officers and men of the Mercantile Marine are not trained to war like their comrades of the Royal Navy.
The war should abate the swaggering, swash-buckler tendency of many of our public men, since it has shown our incredible unreadiness at the outset for meeting even a third-rate Power; and it must secure us henceforth an army and navy less ridiculously inadequate to our exposure. It insures us a mercantile marine.
