The claims of the Duke of Ormond too made it necessary to leave the government in his hands, and Ormond's loyalty was too moderate and constitutional to lend itself to any of the schemes of absolute rule which played so great a part in the next reign under Tyrconnell.

He was a man old enough to remember well the uprising of 1641, had lived in intimacy with James as Duke of York, was personally brave, well skilled in intrigue, but vain, loud-spoken, confident, and incapable of a high command in military affairs.
