Now this fell on the very day when the news of Tiberius's death arrived, and in consequence of which the unhappy men implored a reprieve, for mercy's sake; but, as Caius had not yet arrived, and there was no one else to whom application could be made on their behalf, their guards, apprehensive of violating the law, strangled them, and threw them down the Gemonian stairs.

So the people were allowed year after year to perpetuate the Gracchan clique and to replace its members by avowed sympathisers with programmes of reform. Tiberius's place was filled by Crassus, whose daughter Licinia was wedded to Caius Gracchus. Two places were soon vacated by the fall of Crassus in Asia and the death of Appius Claudius.

Of The Navigation Of King Agrippa To Rome, To Tiberius Caesar; And Now Upon His Being Accused By His Own Freed-Man, He Was Bound; How Also He, Was Set At Liberty By Caius, After Tiberius's Death And Was Made King Of The Tetrarchy Of Philip.

How far the speech was convincing we do not know; it certainly did not relieve Tiberius of his embarrassments, which were now thickening around him. Tiberius's success had been mainly due to the country voters. It is true that he had a large following in the city; but this was numerically inferior to a mass of urban folk, whose attitude was either indifferent or hostile.

But experience may have shown that the substance of Tiberius's enactment required to be supplemented or modified; and Caius adopted the procedure usually followed by a Roman legislator when he renewed a measure which had already been in operation.

Next day, early in the morning, he came down to the Forum in a very mean habit, and with many tears repeated the declaration from a writing which he held in his hand; but the soldiers and people again interposing, and encouraging him not to give way, but to rely on their zealous support, he recovered his courage, and forced Sabinus, with the rest of the Flavian party, who now thought themselves secure, to retreat into the Capitol, where he destroyed them all by setting fire to the temple of Jupiter, whilst he beheld the contest and the fire from Tiberius's house , where he was feasting.

His great German campaigns followed quickly; and the quelling of the Pannanian insurrection that called him back from the Rhine; and Varus' defeat while Tiberius was in Pannonia; and Tiberius's triumphant saving of the situation. It was then, when the frontier was broken and all the world aquake with alarm, that he consulted his generals; the only time he ever did so.

He appointed as his direct heirs, Tiberius for two thirds of his estate, and Livia for the other third, both of whom he desired to assume his name. The heirs in remainder were Drusus, Tiberius's son, for one third, and Germanicus with his three sons for the residue. In the third place, failing them, were his relations, and several of his friends.

This dislike began to appear by Tiberius's making use of every pretence to draw German'icus from the legions: but he was obliged to postpone his purpose on account of a domestic insurrection made in Italy by one Cle'mens, whom he put to death by a private execution in a secret apartment of the palace.

The people, however, showed evident marks of their anger at Tiberius's death; and were clearly waiting only for the opportunity to be revenged, and Nasica was already threatened with an impeachment. The senate, therefore, fearing lest some mischief should befall him, sent him ambassador into Asia, though there was no occasion for his going thither.
