About this time Attalus, king of Pergamus, moved by some erratic whim, left his estates by will to the city of Rome. Those who had been deprived of their lands claimed these estates, to repay them for their outlays in improvement. Gracchus opposed this, and proposed to divide this property among the plebeians, that they might buy cattle and tools for their new estates.
The doors of the Aerarium were closed, for its key was in the hands of the senate; and Gracchus had to cast an anxious eye around for means for satisfying the needs of his clients. The opportunity was presented when the Roman people came into the unexpected inheritance of Attalus the Third, king of Pergamon.
One day when the conqueror of Carthage, Scipio Africanus, was feasting with other senators at the Capitol, the veteran patrician was asked by the friends about him to give his daughter Cornelia to a young man of the plebeian family of Sempronia, Tiberius Gracchus by name.

Gaius Gracchus exerted himself in another way for the improvement of the Italian roads. He secured the due repair of the great rural roads by assigning, on occasion of his distribution of lands, pieces of ground alongside of the roads, to which was attached the obligation of keeping them in repair as an heritable burden.
The treaty of peace which Mancinus concluded with the Numantines in 617, was in substance the work of Gracchus; the recollection that the senate had cancelled it, that the general had been on its account surrendered to the enemy, and that Gracchus with the other superior officers had only escaped a like fate through the greater favour which he enjoyed among the burgesses, could not put the young, upright, and proud man in better humour with the ruling aristocracy.
