The enormous material progress of this country during the last sixty years imperfectly indicated by the fact that during the last forty years the taxable income of the United Kingdom has been considerably more than doubled would be but a barren theme of rejoicing, if there were signs among us of intellectual or spiritual degeneracy.

In fact, in New Orleans a few years before the Civil War not less than one-fifth of the taxable property was in the hands of free people of color. At the same time the lot of these people was one of endless humiliation.

In spite of these untoward circumstances, however, the Negroes of Philadelphia achieved success. Negroes who had formerly been able to toil upward were still restricted but they had learned to make opportunities. In 1832 the Philadelphia blacks had $350,000 of taxable property, $359,626 in 1837 and $400,000 in 1847.

Although income from which the tax has been withheld is not included in the net personal and taxable income of the taxpayer, it must, nevertheless, be accounted for and included in his declaration as a part of his gross income, forming one of the specified items which are to be deducted from the gross income in arriving at the income subject to taxation.

Finally, taxable property is being listed that was formerly overlooked, and the city is more careful in settling financial claims against it.
