As though the disagreements, the bickerings, and the serious quarrels of the heads of the governments could long be concealed from the peoples whose spokesmen they were! That bargainings went on at the Conference which a plain-dealing world ought to be apprised of is the conclusion which every unbiased outsider will draw from the singular expedients resorted to for the purpose of concealing them.

Both parties sent deputies to England to lay their complaints at the foot of the throne. The Catholic spokesmen, Talbot and Lutrell, were received with a storm of reproaches, and committed, the former to the Tower, the other to the Fleet Prison. They were, however, released after a brief confinement, and a Commission was issued to inquire into the alleged electoral frauds.

Senators and representatives co-operated here, there and everywhere, the chosen spokesmen of the sovereign people; Abner seemed almost to have enrolled himself among them. Confronted with this august company, whose work it was to set things right, Eudoxia Pence felt smaller than ever.

While the remaining members of the besieged party sat silent and depressed upon the casks and boxes, Crosby stood at the window calling to the enemy. "Is he ready to surrender?" thundered Anderson Crow from the shadows. Then followed a brief and entirely unsatisfactory dialogue between the two spokesmen.

Accordingly, the spokesmen of the various countries interested were summoned to take cognizance of the decision and intimate their readiness to conform to it. M. Paderewski listened respectfully to the decree, and then remarked: "According to the accounts received from the French military authorities, Germany still has three hundred and fifty thousand soldiers in Silesia."

They were representative spokesmen of the several independent states of this hemisphere and were assembled to discuss the financial and commercial relations of the republics of the two continents which nature and political fortune have so intimately linked together. I earnestly recommend to your perusal the reports of their proceedings and of the actions of their committees.

Silence looked on as it went by; and as soon as it was passed, the whispering seethed over like a boiling pot. The knots were sundered; and gradually, one following another, the whole mob began to form into a procession and escort the curtained litter. Soon spokesmen, a little bolder than their mates, began to ply the Chancellor with questions.

In the case of slaves, however, the cost of rearing had no practical bearing upon the market price, for the reason that the owners could not, or at least did not, increase or diminish the production at will. It has been said by various anti-slavery spokesmen that many slaveowners systematically bred slaves for the market.

So far as we are base bargainers and unbelievers, they can tolerate us, even though they despise; just where our praise begins, begin their detestation and animosity. It is, by the pointed confession of Southern spokesmen, what we are, rather than what we have done, which makes them Secessionists; and any man of sense might, indeed must, see this fact, were the confession withheld.

It was not alone that Lincoln and Douglas were opposing candidates for a high office that of Senator of the United States: they were the champions and spokesmen of their parties at a critical period when great issues were to be discussed and great movements outlined and directed. It was naturally expected that the winner in the contest would become the political leader of his State.
