For years the Venezuelan government had been endeavoring to establish a frontier between its territory and that of its powerful neighbor, but without result; and meantime the British boundary seemed to be pushed more and more into the territory of the little Spanish-American republic. For years, too, Venezuela had appealed to the United States, and the United States had appealed to Great Britain.
The annexation of Hawaii was the first imperialistic act after the annexation of Texas, more than fifty years before. It was the first imperialistic act since the capitalists of the North had succeeded the slave-owners of the South as the masters of American public life. The Spanish-American War The real test of the imperial intentions of the United States came with the Spanish-American War.
In those parts of this work relating to great fortunes from railroads and from industries, this phase of commercial life is specifically dealt with. The enormities brazenly committed during the Spanish-American War of 1898 are sufficiently remembered. Napoleon had the same experience with French contractors, and the testimony of all wars is to the same effect.
Internationalism is in the very atmosphere: and not merely as regards politics in the narrowed sense, but with reference to questions of economics, sociology, art, and letters. The period of international isolation of the United States, we are rather too fond of saying, closed with the Spanish-American War.
During the early part of the Spanish-American war a fleet of vessels patrolled the Atlantic coast from Florida to Maine. The Spanish Admiral Cervera had left the home waters with his fleet of cruisers and torpedo-boats and no one knew where they were. The lookouts on all the vessels were ordered to keep a sharp watch for strange ships, and especially for those having a warlike appearance.
Had we not thus become a nation, had the separatists won the day, and our country become the seat of various antagonistic States and confederacies, then the Revolution by which we won liberty and independence would have been scarcely more memorable or noteworthy than the wars which culminated in the separation of the Spanish-American colonies from Spain; for we would thereby have proved that we did not deserve either liberty or independence.
Is it cause for wonder that the Spanish-American Republics have been so backward? I have seen a notice headed "SAVIOUR OF SOULS," making known the fact that at a certain address a Most Holy Reverend Father would be in attendance during certain hours, willing to save the soul of any and every applicant on payment of so much.
Many of these noble patriots were the first victims offered up on the altar of Spanish-American independence. Don Pablo, I have said, was a naturalist; and it was perhaps the first journey he had ever made without observing attentively the natural objects that presented themselves along his route. But his mind was busy with other cares; and he heeded neither the fauna nor flora.
It is a city of priests, and monks, and nuns, and friars, of every order, white and gray, black and greasy. As in all Spanish-American towns, the fronts of the houses are plastered and painted in fresco; but the fresco painting has gone too long without renewing, and the town looks now, as it did two years ago, gray, streaked, and inhospitable.
