And just as socialist internationalism is not in conflict with patriotism, since it recognizes whatever is healthy and true in that sentiment, and eliminates only the pathological part, jingoism, in the same way, socialism does not draw its life from contradiction, but it follows, on the contrary, the fundamental laws of natural evolution, in developing and preserving the vital part of individualism, and in suppressing only its pathological manifestations which are responsible for the fact that in the modern world, as Prampolini said, 90 per cent. of the cells of the social organization are condemned to anemia because 10 per cent. are ill with hyper-emia and hyper-trophy.

In a town where there was a brewery, needless to say there were German workers a-plenty; but even had this not been so, the feeling would have been the same, for the Socialists of the world were one, the soul of the movement was its internationalism.

This composite resultant carried with it the concentrated evils of one of these systems and was deprived of its redeeming features by the other. At a conjuncture in the world's affairs which postulated internationalism of the loftiest kind, the delegates increased and multiplied nations and states which they deprived of sovereignty and yoked to the first-class races.

These royalties have formed a class apart, breeding only among themselves, and attempting to preserve a sort of caste internationalism in the face of an advance in human intelligence, a spread of printing, reading, and writing that makes inevitably for the recrudescence of national and race feeling, and the increasing participation of the people in government.

If I may illustrate one of these romantic discoveries from my own experience, I would cite the indications of an internationalism as sturdy and virile as it is unprecedented which I have seen in our cosmopolitan neighborhood: when a South Italian Catholic is forced by the very exigencies of the situation to make friends with an Austrian Jew representing another nationality and another religion, both of which cut into all his most cherished prejudices, he finds it harder to utilize them a second time and gradually loses them.

He wrote five lines one under the other. History not Theory. Patriotism not Internationalism. Evolution not Revolution. Direction not Destruction. Unity not Disruption. He gazed at them dully. Then his eyes strayed to the bed and remained fixed there for a good many minutes, while his right hand groped all over the table for the penknife.

These are the features of Western civilisation which have justified its conquest of the world ; and it must be for its success or failure in attaining these ends that we shall commend or condemn the imperial work of each of the nations which have shared in this vast achievement. Mario Morasso, in his volume, L'Imperialismo nel Secolo XX, published in 1905, opened fire on the still predominant Socialistic internationalism and sentimental humanitarianism, and extolled the policy of conquest and expansion adopted by Great Britain, Germany, France, and the United States as a means of strengthening the fiber of the national character.

We become citizens of a world, but this world is no mere habitation of individuals who are to be affiliated with one another. It is a world of national wills. Internationalism is first of all a recognition of the legitimate desires of nations. But such a recognition of the legitimate desires of nations cannot be effected merely by spreading abroad good will.

But in the general mind of the British peoples the movement of opinion from a narrow imperialism towards internationalism has been wide and swift. And it continues steadily. One can trace week by week and almost day by day the Americanization of the British conception of the Allied War Aims.
