I congratulate this Congress upon the courage, the earnestness and the efficiency with which you met the crisis at the Special Session. It was your fine understanding of the national problem that furnished the example which the country has so splendidly followed. I venture to say that the task confronting the First Congress of 1789 was no greater than your own.

The year 1858 saw the beginnings of a movement in the direction of Confederation. At an early period in the session Galt raised the question in an interesting speech. During recess a delegation consisting of Cartier, Galt, and John Ross proceeded to England with the object of discussing the subject with Her Majesty's government.

At your late session I invited your attention to the condition of the currency and exchanges and urged the necessity of adopting such measures as were consistent with the constitutional competency of the Government in order to correct the unsoundness of the one and, as far as practicable, the inequalities of the other.

I rise, now, for another purpose. This resolution has drawn on a debate upon the general conduct of the Senate during the last session of Congress, and especially in regard to the proposed grant of the three millions to the President on the last night of the session. My main object is to tell the story of this transaction, and to exhibit the conduct of the Senate fairly to the public view.

To support this historic undertaking, I am proposing under the authority contained in the bills of the last session of the Congress a special long-term Alliance for Progress fund of $3 billion. Combined with our Food for Peace, Export-Import Bank, and other resources, this will provide more than $1 billion a year in new support for the Alliance.

The Spring session of Parliament in 1534 was devoted mainly to the passing of Acts in confirmation and extension of what already been done. A third, the "Peter Pence" Act, abolished the remaining contributions to the Papal Treasury.
