Cecil was smiling to himself at a charming picture of the Archbishop of Canterbury, when someone touched him on the shoulder. He turned round. It was Lord Selsey with his wife. He looked suave and debonair as ever, with his touch of attenuated Georgian dandyism. She had not changed, nor had her long brown eyes lost their sly and fascinating twinkle.
The Chichester market-cross, standing at the intersection of four streets in the centre of the town, is four hundred years old. In front of Chichester, but nine miles away, the low peninsula of Selsey Bill projects into the sea and is the resort of innumerable wild-fowl. Three miles out of town is Goodwood, where the races are held.

Now even that is going, or gone, for the new light railway from Chichester is bringing a new life to Selsey, which, after all, it would ill become us to grudge her.
The few visitors who make use of the light railway to Selsey have little or no knowledge of the lonely hamlets scattered over the wind-swept flats, in which many old customs linger and where the Saxon dialect may be heard in all its purity.
To be the head-man of any other village, and the captain of its fishing fleet, might prove no lofty eminence; but to be the leader of Springhaven was true and arduous greatness. From Selsey Bill to Orfordness, taking in all the Cinque Ports and all the port of London, there was not a place that insisted on, and therefore possessed, all its own rights so firmly as this village did.
