The condition of our agrarian life clearly indicates the necessity for supplementing voluntary effort with a sound system of State aid to agriculture and industry a necessity fully recognised by the governments of every progressive continental country and of our own colonies. An altogether hopeful beginning of combined self-help and State assistance has been already made.
But although there was an imperial court, it followed the emperor about and was therefore hard to get at. Moreover, even if a decision was obtained from it, there was no way for the aggrieved party to secure the execution of the judgment, for the emperor had no force sufficient to coerce the larger states. The natural result was a resort to self-help.
