Straining all the resources with which the treasures that he had saved and the remnant of his states supplied him, he equipped a new army of 36,000 men consisting partly of slaves which he armed and exercised after the Roman fashion, and a war-fleet; according to rumour he designed to march westward through Thrace, Macedonia, and Pannonia, to carry along with him the Scythians in the Sarmatian steppes and the Celts on the Danube as allies, and with this avalanche of peoples to throw himself on Italy.
We suppose, also, that the Scythians, Arabs, Syrians, and other mercenaries in our service, will not suffer our subjects to be overpowered in their own just defence; as, besides that there is no justice in stripping our own country of provisions, in order to feed strangers, we will not be surprised nor unpardonably displeased to learn, that of the ostensible quantity of flour, some sacks should be found filled with chalk, or lime, or some such substance.
The Germans, as we learn from affinities of languages and occasional references of historians and geographers, belonged to the same great stock of the human family with the Goths and Scythians, and may be traced back to that hive of nations, that primitive residence of mankind, the country east and south of the Caspian Sea and in the vicinity of Mount Ararat: cf. Tur. His. Ang. Sax.
The first thing he did after obtaining power, was to use his freedom and be what he was. But at the same time he surrounded his person exclusively with heathen of the old type, Hebrews, Syrians, Persians, and Scythians.
The Scythians originally settled there, who seem to have been of Mongolian race and akin in their habits and physical appearance to the present inhabitants of Siberia, had been followed up by Sarmatian tribes advancing from east to west, Sauromatae, Roxolani, Jazyges, who are commonly reckoned of Slavonian descent, although the proper names, which we are entitled to ascribe to them, show more affinity with Median and Persian names and those peoples perhaps belonged rather to the great Zend stock.
From those early days in which the Scythians drove back the Persian host and the early Varangians fiercely assailed the Greek empire, the relations of the north and the south have been strained, and a rapid succession of wars has been waged between the Russians and their varying foes, the Greeks, the Tartars, and the Turks.
The Scythians in their drinking-bouts twang their bows, to keep their courage awake amidst the dreams of indulgence; but he would resign his whole being, now, to pleasure, and now to action; and though he never let thoughts of the one intrude upon the pursuit of the other, yet, when the time came for preparing for war, he showed as much capacity as any man.
Now, Darius was minded to make conquest of the Scythians concerning which people, and the lands beyond those which they inhabit, there are many marvels told, as of a bald-headed folk called Argippæi; and the Arimaspians or one-eyed people; and the Hyperborean land where the air is full of feathers. Of these lands are legends only; nothing is known.
But let them see us with only whips, and they will remember that they are slaves and flee like dogs from before our faces." It happened as he said. As the Scythians approached with their whips the youths were so astounded that they forgot to fight, and ran away in trembling terror. And so the warriors came home, and the slaves were put to making koumiss again.
Others say that the Cimmerii, anciently known to the Greeks, were only a small part of the nation, who were driven out upon some quarrel among the Scythians, and passed all along from the lake Maeotis to Asia, under the conduct of one Lygdamis; and that the greater and more warlike part of them still inhabit the remotest regions lying upon the outer ocean.
