Among the disastrous social effects are increasing poverty and crime, lack of sanitation, and an increase of diseases that thrive in filth. Illiteracy and slow mentality lower the general level of intelligence. Lack of training in democracy renders the average immigrant a poor citizen, though some State laws give him the ballot without delay.

*Public Sanitation.*—The general conditions under which germs may thrive and some of the means by which they are scattered, emphasize the practical value of measures which have for their purpose the making of one’s surroundings more wholesome and hygienic. Such measures may be directed both toward one’s immediate surroundingsthe homeand toward the neighborhood, town, or city in which one lives.

In this connection I may refer with approval to the suggestion of my predecessors that standing provision be made for accepting, whenever deemed advisable, the frequent invitations of foreign governments to share in conferences looking to the advancement of international reforms in regard to science, sanitation, commercial laws and procedure, and other matters affecting the intercourse and progress of modern communities.

Despite the masterful achievement of German cleanliness and sanitation there was a permeating odour, a mingling of natural and synthetic smells, which added to the gloom of semi-darkness and the pandemonium of swinish sound produced a totality of infernal effect that thwarts description. Even the great progress in sanitation, which has successfully suppressed smallpox, the bubonic plague, and Asiatic cholera, has found the cause of and a cure for beriberi, has segregated the lepers, has helped to make Manila the most healthful city in the Orient, and to free life throughout the whole archipelago from its former dread diseases, is nevertheless incomplete in many essentials of permanence in sanitary policy.

Some were in tents, some in topless squares of sacking, or with piles of straw. There was no organization for sanitation, no garbage-disposal. The temperature during the week of the riot had remained near 105°, and though the wells were a mile from where the men, women, and children were picking, and their bags could not be left for fear of theft of the hops, no water was sent into the fields.
