By a careful comparison of the reports in the newspapers, we see a slight excess of rowdyism on the part of the whites, but much less fuss made about it.
Miss Bertha Marx, Sheboypan, Wis. The matter of discipline has not been of sufficient importance in our library to be classed as a problem. This may be due to two facts: First, the atmosphere discourages rowdyism, loud talking and visiting; secondly, an unwritten rule is that there must be quiet in the library but not necessarily absolute silence.
Its unanimous report made important assertions: the Pullman Company, while providing a beautiful town for its employees, charged rents twenty to twenty-five per cent. higher than were charged in surrounding towns for similar accommodations, and the men felt a compulsion to reside in the houses if they wished to retain their positions; when wages were reduced, the salaries of the better paid officers were untouched, so that the burden of the hard times was placed on the poorest paid employees; there was no violence or destruction of property in Pullman, and much of the rowdyism in Chicago, but not all of it was due to the lawless adventurers and professional criminals who filled the city at that time; when various public officials and organizations attempted to get the Company to arbitrate the dispute, the uniform reply was that the points at issue were matters of fact and hence not proper subjects for arbitration; and the Managers' Association selected, armed and paid 3,600 federal deputy marshals who acted both as railroad employees and as United States officers, under the direction of the Managers.
I deprecate, as I have always done, and as strongly as anyone can do, rowdyism in the form of violent opposition to free speech and freedom of meeting. It is as wholly unjustifiable, as it is unwise. Nothing tends more to the elucidation of truth than evidence and freedom of speech from all sides. Good works on many hands are languishing for lack of the funds and zeal needful to carry them on.
Any man wishing to cast an unclean vote was driven from the booth: all those attempting to introduce any element of brute force or rowdyism into the election were cracked over the head. In the lower part of the town scores of willing workers, recruited often from the humblest classes, kept order with pickaxes.
Walking along the street behind the Emperor one day, my curiosity was a little excited by seeing him thrust his hand into the hip-pocket of his blue trousers with sudden energy. The hip-pocket, by the way, is a modern American stupidity, associated in the popular mind with rowdyism, pistol shooting, and murder.
Perhaps you wonder how so numerous a race of these beings has come to exist; but that boy at your elbow, bending under the weight of his literary burden, is a colporteur for converting the men and women of this "enlightened nation" to rowdyism. Those books portray just such men and women as you see before you, and that is why they are welcomed so warmly.
The races were exceptionally brilliant, and fully attended, but the triumph of the roughs had made them more outrageously disgraceful in their conduct than ever; and when Miles went to the quarter- sessions, rather doubting whether he should not find himself landed in Coventry, not only did the calendar of offences speak for itself, but sundry country gentlemen shook him by the hand, lamenting that railways and rowdyism had entirely altered races from what they used to be, that he was in the right, and what they had seen so recently proved that the only thing to be done was to withdraw from what respectable people could no longer keep within bounds.
But this fresh-skinned young Britisher went to his heart at once, a kindred soul, and he adopted him forthwith. He and Thomas paired off and talked "fight" all the way to the boxing club. There was a great crowd pressing about the entrance. There were eddies of turbulent spirits. A crowd in America is unlike any other. It is full of meanness, rowdyism, petty malice.
In the midst of rowdyism and ragging of the most foolish description, I remained quite alone, and it is quite possible that these frivolities formed a protecting hedge round my inmost soul, which needed time to grow to its natural strength and not be weakened by reaching maturity too soon. My life seemed to break up in all directions; I had to leave St.
