The militarist party engaged in the curious campaign of forming leagues of reservists to oppose a war which would involve their call to the colours, and a succession of embarrassed phantoms was established in office to enable the king to evade the demands of the Allies.

Before the war it was run entirely by men, but one by one or group by group these men, all reservists, were called out and it became a serious problem how to keep it up to its standard.
