I believe that it is equally an error to imagine with one old-fashioned party, that you can govern such dependencies as this on the antiquated bureaucratic principle, by means of rescripts from Downing Street, in defiance of the popular legislatures, and on the hypothesis that one local faction monopolises all the loyalty of the Colony; and to suppose with the Radicals that all is done when you have simply told the colonists 'to go to the devil their own way. I believe, on the contrary, that there is more room for the exercise of influence on the part of the Governor under my system than under any that ever was before devised; an influence, however, wholly moral an influence of suasion, sympathy, and moderation, which softens the temper while it elevates the aims of local polities.

Nevertheless it appears there were a few observant eyes even of contemporaries, who discerned in him a surprising talent for "National Economics" at least. That he understood National Economics has now become very certain. His grim semi-articulate Papers and Rescripts, on these subjects, are still almost worth reading, by a lover of genuine human talent in the dumb form.

We have only to compare the conduct of Carrier, le Bon, Maignet, &c. with the decrees under which they acted, to be convinced that their chief guilt lies in having been capable of obeying: and the convention, coldly issuing forth their rescripts of extermination and conflagration, will not, in the opinion of the moralist, be favorably distinguished from those who carried these mandates into execution.

Below it on either side are smaller figures holding escutcheons. From the balcony between these last, the laws and the rescripts of the counts were read aloud to the people assembled in the square. The Belfry can be ascended by steps. Owing to the force of the wind, it leans slightly to the southeast. The view from the top is very extensive and striking.

The emperors had very early begun to issue ordinances, under the authority of the various offices gathered into their hands; and these, together with the answers to appeals from the lower courts made to the emperors directly, or to the sort of supreme court which they established, were called imperial constitutions and rescripts.

The new religion, in its present stage, still lacks one important item a sacred book. Certain indications show that this lacuna will be filled by the elevation of the more important Imperial Rescripts to that rank, accompanied doubtless by an authoritative commentary, as their style is too abstruse to be understanded of the people.

The counts of Holland and the apostolic nuncios addressed their acts and rescripts indiscriminately to the nobles, clergy, magistrates, judges, consuls, or commons of Friesland. Sometimes appeared in those documents the vague and imposing title of "the great Frison," applied to some popular leader.

* It is from the Dataria that bulls, rescripts, letters of appointment to benefices, and dispensations of marriage, are issued, after the affixture of the date and formula Datum Romae, "Given at Rome." Trans. All at once certain things which he had never understood were explained to him.

But there is on record an opinion of Papinian, supported by the rescripts of the Emperors Pius, Severus, and Antoninus, that if, before the property of a deceased person who has left no heir is reported to the exchequer, some one has bought or received some part thereof, he can acquire it by usucapion.
