I am convinced that if a just and adequate test of merit is enforced for admission to the public service and in making promotions such abuses as removals without good cause and partisan and official interference with the proper exercise of the appointing power will in large measure disappear.

I have seen the following passage in a certain, work: "Bonaparte, having arrived at Jaffa, ordered three removals of the infected: one by sea to Damietta, and also by land; the second to Gaza; and the third to El-Arish!" So, many words, so many errors! Some tents were pitched on an eminence near the gardens east of Jaffa.

His eye was caught by a building of pale-blue tin, stencilled "Calvinist Chapel," before whose shuttered windows an Italian organ-grinder with a petticoated monkey was playing "Dolly Grey-" "Yes. That's it!" snapped the egoist. "That's a parable of the general situation in England. And look at those brutes!" A huge household removals van was halted at a public-house.

Another house would contain all that was desirable. As a matter of fact, however, such removals are by no means frequent. We usually remain in one place and acquire all the tender associations of home which could be possible under any system.

And Madeleine was obliged to agree that he could not. She had no means of knowing how many removals he made in his own interest, or how far he had outwitted the President at his own game. He stood before her a victim and a patriot. Every step he had taken had been taken with her approval.

Within eight months next ensuing the President would probably make more removals and appointments than for the remainder of his term, and it was just for this period that Mr. Trumbull, Mr. Edmunds, and Mr.

The displacement of so many officials gave the Republicans an opportunity to attempt to discredit the President in the eyes of his mugwump supporters. An amended law of 1869 gave the Senate a certain control over removals, although the constant practice of early times had been to give the executive a free hand.

In 1820 a change was wrought which ultimately affected, to a serious extent, the tenure of office under the General Government. Thirty-one years had passed since the Constitution was adopted, and during that whole period there had only been some sixty-five removals from office.

The latter are more sensational and red-blooded about it, that is all. These revelations compelled some removals and a few reforms; but they too failed to bring home livingly to public knowledge and imagination the whole ugly, sluggish, vicious truth.

Le Quoi was the last seated, nor did he venture to place his chair finally, until by frequent removals he had ascertained that he could not possibly intercept a ray of heat front any individual present. Mohegan found a place on an end of one of the benches, and somewhat approximated to the bar.
