From the battle of Pydna the great historian Polybius, who was a native of Megalopolis, dates the complete establishment of the universal empire of Rome, since after that no civilized state ever confronted her on an equal footing, and all the struggles in which she engaged were rebellions or wars with "barbarians" outside of the influence of Greek or Roman civilization, and since all the world recognized the senate as the tribunal of last resort in differences between nations; the acquisition of Roman language and manners being henceforth among the necessary accomplishments of princes.
The traditional attitude of Spain toward her colony had been one of exploitation, a policy which was sure to be looked upon with suspicion by a nation which had itself revolted from oppression. There were wars of course; but these chiefly were civil wars between rival aspirants for imperial power, or to suppress rebellions, which did not alarm the people. They still sat under their own vines and fig-trees, and danced to voluptuous music, and rejoiced in the glory of their palaces. They feasted and married and were given in marriage, like the antediluvians.
Then, when we hear how He has governed ourselves, and trace the path along which He has led us since childhood, and understand the reasons which induced Him at such a time and in such a way to afflict us; then, when the ways and thoughts of that mind and heart are laid bare; and then, too, when we recall our fears, our doubts, our rebellions, our want of confidence in Him, what shall our thoughts and feelings be?

Duerer probably would have commanded too much reverence and affection for these rebellions to be directed against him; but an insupportably heavy yoke is not rendered lighter because it is imposed by a loved hand, though every other burden and restraint may in such a case be shaken off and resented before that which is the real cause of oppression.
