To keep down the English people was no light task even for that army. No sooner was the first pressure of military tyranny felt, than the nation, unbroken to such servitude, began to struggle fiercely. Insurrections broke out even in those counties which, during the recent war, had been the most submissive to the Parliament.

Our northern free states denouncing slavery as a crime, confessedly inconsistent with their civil and religious principles, yet, for commercial and pecuniary considerations, deliberately entering into a compact with slaveholders tolerating a twenty years' perpetuation of the African slave trade, the rendition of fugitives, the suppression of servile insurrections, and allowing to the slaveholders a virtual property basis of representation.

Thus from the 1st of May, 1789, to June 2, 1793, they have administrated or legislated, escaping countless insurrections, almost all of them going unpunished; while their constitution, an unhealthy product of theory and fear, have done no more than transform spontaneous anarchy into legal anarchy.

In 1667, one of these insurrections took place, occasioned by the aggressive policy and government of Leopold. The Hungarians conspired to secure their liberties, but in vain.

In rural districts, slave labor displaced free labor, and in the cities servants multiplied with the concentration of wealth.
