In the Rocky Mountain region of the United States, just as on the Pacific coast, the condition of the tribes deteriorated more and more the farther they lived to the south. In the regions where the rainfall comes in summer, however, and hence favors primitive agriculture, there was a marked improvement. The Kutenai tribes lived near the corner where Idaho, Montana, and British Columbia now meet.

Then I rode back slowly, thinking of what might be done for the Brulé country. Drinking water supply could be obtained. The next most vital problem was moisture for the crops. Most of the rainfall came in the growing season, but in dry years it was inadequate and much of it wasted on packed ground.

In the original conditions of any country which is the seat of considerable rainfall, and where the river system is not so far developed as to provide channels for the ready exit of the waters, we commonly find very extensive swamps; these conditions of bad drainage almost invariably exist where a region has recently been elevated above the level of the sea, and still retains the form of an irregular rolling plain common to sea floors, and also in regions where the work done by glaciers has confused the drainage which the antecedent streams may have developed.

But in the winter months, especially December and January, and to some extent February, the rainfall is intense, and the country on the Plains and lower lying districts is reduced to a sea of mud well-nigh impassable. Thus military operations in summer are liable to be prejudiced by a shortage of water; in winter by an excess.

At Cherrapunji, in the Kassia Hills, within sight of my place and only about twenty miles distant, the rainfall was and is the greatest in the world, no other district approaching it in this respect, viz., averaging per annum 450 inches; greatest recorded over 900 inches; and there is a record of one month, July, of a fall of nearly 400 inches; yet all this precipitation takes place during the six or seven wet months, the rest of the year being absolutely dry and rainless.

Unless this rainfall is adequate, no amount of cultivation will make grape vines succeed, because even the best cultivation produces no moisture, but only conserves a part of that which falls from the clouds.

Probably, the inhabitants of Pompeii were so accustomed to the eruptions of Vesuvius that they gave no thought to the possibility of their city being destroyed by a storm of ashes and an overflow of lava. Rain frequently descended upon London, and if a rainfall continued long enough it would certainly have flooded the metropolis, but no precautions were taken against a flood from the clouds.

A late lava river passed through the magnificent forest on the southerly slope, and the impressions of the stems of coco and fan palms are stamped clearly on the smooth rock. The rainfall in Kona is heavy, but there is no standing water, and only one stream in a distance of 100 miles. This district is famous for oranges, coffee, pineapples, and silence.

The drought of summer had been followed by an almost unprecedented rainfall during the autumn. The earth in every direction was like an oversoaked sponge, and the surplus water was pouring in turbid torrents into the rivers. From every quarter of the vast Mississippi Valley these watery legions were hurried forward to join the all-conquering forces of the great river.

So that, when these midnight phenomena are most observable at one point of the globe, they will be least likely to make mid-day manifestation at the antipodes to that point. And, though changes of the moon as copiously proved by meteorological statistics have no relation whatever to rainfall, the illuminated moon, on rising, will rarely fail to clear a clouded sky.
