South of Stockholm, until recent years, the sea has gained upon the land, and here in several seaboard towns streets by the shore are still submerged. The rate of oscillation increases also from the coast inland. On the other hand, along the German coast of the Baltic the only historic fluctuations of sea level are those which may be accounted for by variations due to changes in rainfall.
When the savage has taken every measure he knows of to produce the result he desires, he then goes on to pray for the rainfall he desires, crying out in a loud voice "the impoverished state of the country and the half-starved condition of the tribe."
It should be counted by every land owner as a possible value, saved if turned where it will do good, lost if permitted to run away, doubly lost if it also carries away the soil and does destructive work below." The uses of rainfall are given thus: A due portion should go through the soil to its bottom to promote rock decay.
And, again, any government, however good, however bad, is but a small factor in the life of a people; it comes far below many other things in importance. A short rainfall for a year is more disastrous than a mad king; a plague is worse than fifty grasping governors; social rottenness is incomparably more dangerous than the rottenest government.
Within ten minutes it had dropped six iuches, but for the next ten minutes it hung stationary; and sometimes to my fancy seemed to gain. The thousand mountain rills and watercourses which helped to fill its bed, and which had themselves been latest to receive the rainfall, were charging down with new forces; and thinking of this I almost surrendered myself to despair.
The upper end of these bayous being cut off from a water supply, further than the rainfall back of the levees, was grown up with dense timber for a distance of several miles from their source. It was necessary, therefore, to clear this out before letting in the water from the river.
We can only say then that, whatever the required amount may be it must be very considerable, for in addition to the above-mentioned losses of manure, we require a considerable amount for the demands of the coffee trees, and that, further, it must vary with the amount of the rainfall, and the retentive or non-retentive character of the soil.
Not only has the construction of a great system of railways facilitated the introduction of foodstuffs into remote famine-stricken districts, but irrigation works, devised on a scale and with a skill which have made India the premier school of irrigation for the rest of the world, have added enormously both to the area of cultivation and to that where cultivation is secured against failure of the rainfall.
Westward, again, there is little doubt that no system exists, the level nature of the country and intermittent rainfall shortening the existence of the creeks before they have time to unite their flood waters in one large permanent channel. The Fitzroy, another river of many tributaries, the Mackenzie, the Isaacs, the Nogoa, and the Dawson.
Agatha, who came last but one, gave him threepence. "You have a noble 'art and an expressive hi, Miss," he said, apparently much moved. "Blessings on both! Blessings on both!" He went back for Jane, who slipped on the wet grass and fell. He had to put forth his strength as he helped her to rise. "Hope you ain't sopped up much of the rainfall, Miss," he said.
