"Revolution" appeared to him and his conservative sympathizers as heresy appeared to Philip II, it was a fearful disease that not only destroyed those whom it attacked directly, but spread contagion wherever it appeared and justified prompt and sharp measures of quarantine and even violent intervention with a view of stamping out the devastating plague.

Destructive floods resulted. It has cost the French people many millions of dollars to repair the damage done by the sheep. The Federal Government does its best to keep foreign tree diseases out of the United States. As soon as any serious disease is discovered in foreign countries the Secretary of Agriculture puts in force a quarantine against that country. No seed or tree stock can be imported.

With these habits amongst our countrymen, exemplified daily in the articles of widest use, it is evident that the sufferer from intemperance has a harder quarantine, in this island, to support during the effort of restoration, than he could have anywhere else in Christendom.

Then he flew into a towering passion when they on shore snickered to see the crew of the Spray sitting calmly by the bulwark instead of hoisting sail. "I tell you dis am quarantine" he shouted, very much louder than before. "That's all right, general," I replied; "I want to be quarantined anyhow."
