Employees, employers, the government, communities and suppliers are partners in the decision making process or privies to it. Relics of past models of the market economy still abound in this continent: industrial policy, Keynesian government spending, development aid, export and production subsidies, trade protectionism, the state-sanctioned support of nascent and infant industries.

But perhaps the attentive reader will have perceived in it the fruitful seed which is destined in its future growth to smother Protectionism, at once with the various other isms whose object is to exclude the law of COMPETITION from the government of the world. Competition, no doubt, considering man as producer, must often interfere with his individual and immediate interests.

And so I don't find it very appealing to say that we are going to cut off our arm because some day we might get a disease in it." This, again, is dissimulation. This administration heated protestations to the contrary notwithstanding resorted to blatant trade protectionism in a belated effort to cope with an avalanche of cheap imports.

The earth was all about it where to choose; its masters, falsely identifying patriotism with the Protectionism then dominant, struck at both, and the Free Trade movement philosophised itself into cosmopolitanism. Labour, like capital, showed a rapid tendency to become international or rather supernational. "The workers," proclaimed Marx, "have no fatherland."

Any person must write under the influence of party spirit or of fear, who would call in question the sincerity of protectionism, of socialism, and even of communism, which are one and the same plant, in three different periods of its growth.

We will work to expand our opportunities in international markets through the Uruguay round of trade negotiations and to complete an historic free trade arrangement between the world's two largest trading partners, Canada and the United States. Our basic trade policy remains the same: We remain opposed as ever to protectionism, because America's growth and future depend on trade.

Despite the inevitable pressures that build up when the world economy suffers from high unemployment, we must firmly resist the demands for self-defeating protectionism. But free trade must also be fair trade. And I am determined to protect American industry and American workers against foreign trade practices which are unfair or illegal.

When President Cleveland's tariff message welded the Democrats together to demand reduction, it likewise influenced the Republicans to adopt the other extreme. That is not to say, of course, that the Republican attitude was due solely to Cleveland, for the party was already committed to protectionism. Nevertheless, many of its prominent leaders, including its presidents, had urged revision.

We are returning, in a vaster world, to the condition of the Roman Empire at its beginning; to an immense economic unity, which, notwithstanding the aberrations of protectionism, is grander and firmer than all its predecessors; to a political unity not so great, yet considerable, because even if peace be not eternal, it is at least the normal condition of the European states; to an indifference for every effort put forth to establish moral and ideal uniformity among the nations, great and small, that share in this political and economic unity. This is why we understand Augustus and his times much more readily than we do the times of Charlemagne, even though from the latter we possess a greater number of documents; this is why we can write a history of Augustus and rectify so many mistakes made about him by preceding generations. It has often happened to me to find,

Petersburg, carried away by the prevailing enthusiasm for liberalism in general and the doctrines of Free Trade in particular, were in favour of abolishing protectionism as an antiquated restriction on liberty and an obstacle to economic progress.
