That same evening came news that, at Charleston, the Grand Jury of the United States District Court had refused to make any presentments, because of the Presidential vote just cast, which, they said, had "swept away the last hope for the permanence, for the stability, of the Federal Government of these Sovereign States;" and that United States District Judge Magrath had resigned his office, saying to the Grand Jury, as he did so: "In the political history of the United States, an event has happened of ominous import to fifteen Slave-holding States.
But no such consolations of delusion remain to us, as we stand face to face with the Power which holds our destinies in its hand. None of these blear illusions can cheat our eyes with any such false presentments. No antiquity hallows, no public services consecrate, no gifts of lofty culture adorn, no graces of noble breeding embellish the coarse and sordid oligarchy that gives law to us.

Some years ago I wrote a volume on the subject, and searched diligently to find existing customs in the remote corners of old England. My book proved useful to Sir Benjamin Stone, M.P., the expert photographer of the House of Commons, who went about with his camera to many of the places indicated, and by his art produced permanent presentments of the scenes which I had tried to describe.

While a system of Church discipline carried out by presentments and excommunications was still, more or less effectually, in force, commutation of penance was very properly a matter for grave and careful consideration.
It was a stage in the history of mankind which we may see paralleled, to some extent, in the first infant school, where the representations of lions and elephants alternate round the wall with moral verses and trite presentments of the lesser virtues. So that to live in a house of many pictures was tantamount, for the time, to a liberal education in itself.
The advances from the Treasury were to be repaid in half-yearly instalments; such instalments not to be less than four, or more than twenty; the tax by which they were to be repaid to be levied under grand jury presentments, according to the Poor Law valuation, and in the manner of the poor rate; the occupier paying the whole, but deducting from his landlord one-half the poundage rate of the rent to which he was liable in short, as under the Poor Law, the occupier was to pay one-half, and the landlord the other.
