The Legislatures of Maryland, Virginia and Georgia, have passed laws providing that convicts in their state prisons and penitentiaries, "shall be employed in work each day in the year except Sundays, not exceeding eight hours, in the months of November, December, and January; nine hours, in the months of February and October, and ten hours in the rest of the year."

In offering shelter to Mr. James Whitesides, alias "Humpy" Thompson, The Hopper's motives had not been wholly unselfish, as Humpy had been entrusted with the herding of poultry in several penitentiaries and was familiar with the most advanced scientific thought on chicken culture. The roadster was headed toward his home and The Hopper contemplated it in the deepening dusk with greedy eyes.

Soon after this time, a serious effort began to make prisons a means of reform, instead of schools of debauchery and crime. There was a movement for the erection of penitentiaries of improved construction. This was aided by the exertions of Jeremy Bentham. The most successful efforts in behalf of a better system of management in prisons were made by members of the Society of Friends.

The Managers of the American Prison Discipline Society, in their third Report, page 58, say, "In the Penitentiaries generally, in the United States, the animal food is equal to one pound of meat per day for each convict."

He purchased an immense tract of ground, had beautiful plans drawn and painted, and very soon there appeared, upon paper, one of the largest and handsomest cities in the world. There were colleges and public squares, penitentiaries, banks, taverns, whisky-shops, and fine walks. I hardly need say, that this town-manufacturer was a Yankee, who intended to realise a million by selling town-lots.

It is likely that as time goes on many alien enemies will be willing to be fed and housed at the expense of the Government in the detention camps, and it would be the purpose of the legislation I have suggested to confine offenders among them in the penitentiaries and other similar institutions where they could be made to work as other criminals do.

"That there be no breaking in or going out; that there be no complaining in our street." What is it causing the breaking into jails, prisons, asylums, penitentiaries, alms-houses? The going out of the homes, of hearts; going out into the cold; going into drunkard's graves and a drunkard's hell? "Complaining in our streets." Oh! the cold and hungry little children!

The Dark Continent can show no lower depth of degradation than that sounded by the dwellers of the dark alleys in Cherry Hill. There isn't a vice missing in that quarter. Every sin in the Decalogue flourishes in that feeder of penitentiaries and prisons.

What bearing have its theory and practice upon the conduct of life? A brass-buttoned guardian of the peace remarked to a gentleman on a street-corner, "If we could open more kindergartens, sir, we could almost shut up the penitentiaries, sir!"
