And since the subject of compensation to the owners of emancipated slaves has been referred to, I take occasion to say, that if Congress should think that a wise, just, and politic legislation for this District required it to make compensation for slaves emancipated here, it has the same constitutional authority to make such compensation as to make grants for roads and bridges, almshouses, penitentiaries, and other similar objects, in the District.
All these institutions, of course, need to be manned by experts and equipped in the best possible way. The present condition of our jails, of our penitentiaries, and to some extent of our reform schools, frequently makes them schools of crime. Nothing is more demoralizing in any community than a bad jail where criminals of all classes are herded together in idleness.
Besides such instances of avowed mendicancy, there were others in disguise: charity, philanthropy, good works, encouragement of artists, house-to-house collections for children's hospitals, parish churches, penitentiaries, benevolent societies or district libraries.
