Now that Japan is advertising political reforms in Korea she would probably count on that reputation again to cover her real activities and intentions with the world at large for some time to come. The Japanese are like the Italian Padrones or other skillful newly rich; they have learned the western efficiency and in that they are at least a generation ahead of their neighbors.

There is a large population that live wholly on the water: for the padrones of the parao have usually their families with them, which, from the great variety of ages and sexes, give a very different and much more bustling appearance to the crowd of boats, than would be the case if they only contained those who are employed to navigate them.

It had been two centuries since the Febrers, forgotten on the sea where there was no longer any commerce, and where only poor padrones and fishermen's sons now made war, had given themselves up to investing their name with a splendrous luxury, which gradually ruined them.

The commissioners had sent out notices to certain Italian day-laborers who were upon the eligible list that they were to report for work at a given day and hour. One of the padrones intercepted these notifications and sold them to the men for five dollars apiece, making also the usual bargain for a share of their wages.

Jaime made a gesture of surprise, and listened more attentively. Pèp expressed himself with a certain timidity, stumbling over his words. The almond trees were the greatest source of wealth on Can Mallorquí. Last year the crop had been good, and this year it did not look unpromising. It was being sold to the padrones, who were bringing it to Palma and Barcelona.

Oh, it was a cruel tragedy, this Western culture grafted on an Eastern stock, untuning the chords of life, setting heart and brain asunder. But then Nature was cruel. He thought of last year's grape-harvest ruined by a thunderstorm, the frightful poverty of the peasants under the thumb of the padrones.

Grandpa made a last effort, though he knew it was of little use when Grandma was set. "I bet we could go to work on one of these truck farms, come summer." Grandma only rocked her straight chair, jerking one foot up and down. "One of these padrones," Daddy said slowly, "is trying to get families to work in Florida. In winter fruits." Grandma brightened.

Many of his countrymen bade good-by to Mulberry Street and sailed away; but they had grown rich through obeying the padrones, and working night and morning sweeping the Avenue uptown, and by living on the refuse from the scows at Canal Street. Guido never hoped to grow rich, and no one stopped to buy his uncle's wares.

The men uncovered their heads, as the noble padrones passed. Before one house the little trap stopped. Immediately the door opened and a woman came out. She was young and handsome though the shadow of maternity was blue-stenciled under her eyes. She courtesied, then looked anxiously at the prince. "Excellency would speak with me?" she asked, "has Excellency decided?"

During our wanderings I had met several padrones who used to beat the children who worked for them. They were very cruel, and they swore, and usually they were drunk. Would I belong to one of those terrible men? And then, even if fate gave me a kind master, it was another change. First, my foster mother, then Vitalis, then another.... Was it to be always so?
