'Whether it can be altered or not, whether it's right or wrong, landlordism is one of the causes of poverty, Owen repeated. 'Poverty is not caused by men and women getting married; it's not caused by machinery; it's not caused by "over-production"; it's not caused by drink or laziness; and it's not caused by "over-population". It's caused by Private Monopoly. That is the present system.

The population of Germany is about seventy millions, and I suppose the wildest anti-Teuton could hardly hope that more than a million Germans will be actually killed in the present conflict less than 1-1/2 per cent. a fraction which would probably soon be compensated by the increased uxoriousness of the returning troops. No, War is no solution for the over-population question.

Man, his instincts, the degree of his intelligence and self- control, the history of the development of human societies, cannot be ignored. The Greek city-state was a crowded little affair, and in danger of over-population. Some may propose radical measures to increase the population. To France and Argentina, in our day, such an increase appears highly desirable.

But there was neither over-population nor distress at Hong Kong which should necessitate the introduction of the practice into that Colony. "If all those practices were forbidden, poor and distressed people would have no means left to save their lives, but would be compelled to sit down and wait for death."

A few pages later, however, Marx comes back again to the question of over-population, failing to realize that it is to the capitalists' advantage that the working classes are unceasingly prolific. "The folly is now patent," writes the unsuspecting Marx, "of the economic wisdom that preaches to the laborers the accommodation of their numbers to the requirements of capital.

Were it not for the vast consumption of tortoises and their eggs, the river, despite its great magnitude, would be unnavigable, for vessels would be impeded by the enormous multitude of the tortoises." But nature has provided against this "over-population" of the turtles by giving them a great many enemies.

We see civilized humanity congested with over-population, excess of energy and of production and suffering from a plethora of capital, the entire condition rife on the one hand with prodigal waste and on the other fraught with the cruel want of toiling and jostling millions vainly fighting for space and the most modest means of existence conditions which presage an inevitable and universal crash unless checked by a Malthusian or else by a beneficent and humane remedy.

Everybody knows that it is full of the most gamy and beautiful fish in the world namely, the speckled trout, whose honest occupation it is to devour whatever is thrown into the pool a body governed by the strictest laws of political economy in guarding against over-population, by carrying out the Malthusian idea, in the habit the big ones have of eating the little ones.

Sandys, "excellent, that; but it is really very curious you know, that the further one goes back the more one's ancestors increase. Talk of over-population; why if one goes back thirty or forty generations, the world would be over-populated with the ancestors of any one of us. I remember posing a very clever mathematician with that once; but, as a fact, it's quite the reverse, one finds.

I said softly, "Lift up thine eyes, sir stranger, and look northward and southward, eastward and westward. Is not the land desolate without inhabitant, where then is the over-population?" The strange gentleman looked, not at the empty hills and the silent green valleys, but at his fellow-traveller with emotions of fear.
