August 1st India is now perfectly quiet; but the new generation of hungry, ambitious, English-speaking natives are persuading themselves that they can have all the benefits of English rule without the burden of English officialism. If they are encouraged and supported by the English Demos, there will be confusion before long.
Orangeism, which had at first only been known in Ireland, began to spread widely throughout Great Britain. Orange Lodges were everywhere formed; Orange Grand Masters were appointed; a whole vocabulary of Orange titles, passwords, and phrases was invented; a complete hierarchy of Orange officialism was created, and an invisible network of Orangeism held the members of the organization together.
Great Heaven, the world is on the point of being drowned, and yet the pride of officialism is so strong in this plodder Pludder and others of his ilk that they'd sooner take the chance of letting the human race be destroyed than recognize the truth!"
The slum child on the other hand sees much that is worn out, but little that is antiquated, unless the slum happen to be in such places as Edinburgh or Deptford, situated among the remains of really fine houses: but he realises more of the technicalities and officialism of a social system than does the country child; the suburban child has probably the scantiest store of all; his district is presumably made up of rows of respectable but monotonous houses, and the social life is similarly respectable and monotonous.
He never appeared at his best during office hours, because officialism stiffened his stalwart frame. Mentally he was impressed with the importance of his position, and added to this he was not then allowed to smoke his big, black pipe and terrible tobacco. He received me with the curtness I had been taught to expect when I inflicted myself upon him at his office. He greeted me abruptly with,
"Certainly; letters between departments are always signed by the chief officer." Mr. Perkins seemed to have found another illustration of public ignorance, and recognized his duty as a missionary of officialism.
This campaign lasted a month, and the expedition finally returned to the port and was received with all the marks of glory that Tutonian officialism could command. The Emperor at once cabled to several kings and all his relations that Providence had graciously preserved him in the midst of great dangers and brought his enterprise to a successful termination.
And the official relation between monarch and people is reflected in the people's ordinary life. To the foreigner it continually appears that the public are the servants of the official, not the contrary, whether officialism takes the shape of a post-office clerk, a tramcar conductor, a shop salesman, a policeman, or a waiter.
"I notified the station-master quite early, two or three hours since, about 9 A.M. This is most exasperating!" "Instructions to look out for this woman have only just reached us, monsieur. There were certain formalities, I suppose." For once the detective cursed in his heart the red-tape, roundabout ways of French officialism. "Well, well!
On the contrary, it was through a work of pure mercy, intended for the relief of those of our people who were groaning under the pitiless despotism of Russian officialism and superstition, that I fell, as so many thousands of my race have fallen, into that abyss of nameless misery and degradation that Russian hands have dug for the innocent in the ghastly solitudes of Siberia, and, without knowing it, dragged my sweet and loving wife into it after me.
