Every American community will benefit from the construction or modernization of schools, libraries, hospitals, and nursing homes, from the training of more nurses and from the improvement of urban renewal in public transit.
Reflected in the Education Amendments of 1980 are major Administration recommendations for improvements in the Higher Education Act including proposals for better loan access for students; a new parent loan program; simplified application procedures for student financial aid; a strengthened Federal commitment to developing colleges, particularly the historically Black institutions; a new authorization for equipment and facilities modernization funding for the nation's major research universities; and revitalized international education programs.
Arras itself, that is to say its Petite Place, is a specimen of Renaissance architecture hardly to be matched even in France. The Flemish gables and Spanish arcades, not a vestige of modernization marring the effect, make a unique picture. Above all rises the first of those noble belfry towers met by the traveller on this round, souvenirs of civic rights hardly won and stoutly maintained.
Outside these all was modernization and hard prose. We saw the shepherd returning with his sheep from the herbage, the young lambs bleating pitifully in an inner shed. It is the custom here to send the sheep afield during the day, the lambs meantime being fed on hay. Here again, I should say, is a commercial mistake. The lamb of pasture-fed animals must be incontestably superior.
The ordinary passenger traffic had scarcely been interrupted even now on the eve of war. The terrors of the mobilization period, thanks to Italy's efficient preparation, were unfounded. It spoke well for Italy at war. It was a sign of her economic development, her modernization. Even Germany had not gone into the business of war more methodically, more efficiently.
China had lost the war with Japan because she was entirely without modern armament. She was a woman of strong personality, but too uneducated in the modern sense to be able to realize that modernization was an absolute necessity for China if it was to remain an independent state.
It is time to reverse the decline in defense spending that began in 1985. Since April, together we have added nearly $6 billion to maintain our military readiness. My balanced budget calls for a sustained increase over the next six years for readiness, for modernization, and for pay and benefits for our troops and their families.
Above all, if we are to pay for our commitments abroad, we must expand our exports. Our businessmen must be export conscious and export competitive. Our tax policies must spur modernization of our plants our wage and price gains must be consistent with productivity to hold the line on prices our export credit and promotion campaigns for American industries must continue to expand.
Carmichael believed the existing political structure must be changed in order to overcome racism: "'Political modernization' includes many things, but we mean by it three major concepts: questioning old values and institutions of the society; searching for new and different forms of political structure to solve political and economic problems; and broadening the base of political participation to include more people in the decision-making process."
We are just now restoring, through the essential modernization of our conventional and strategic forces, our capability to meet our present and future security needs. We dare not shirk our responsibility to keep America free, secure, and at peace. The last decade saw domestic spending surge literally out of control. But the basis for such spending had been laid in previous years.
