In July, Lieutenant-Colonel Foveaux arrived from England, and was surprised to find the existing state of affairs. By virtue of seniority, he succeeded Johnston as lieutenant-governor, and appointed another man in place of MacArthur, but did not interfere in any other way, contenting himself with sending to England a full report of the affair.
General MacArthur and his entire staff were captured before March 2, 1900, according to a letter sent to General Moxica of Leyte on that date. And what of conditions in the United States during this troubled period?
Indeed, he had been legally adopted by the royal family, the fierce old Sultana calling him "Brother," and the Sultan referring to him as "Papa," while a greater proof of their affection may be found in this extract of a letter written to General MacArthur on the Moros being told that they were soon to lose their first American governor.
Why talk shop, especially that particular brand of shop, here? He wondered if the Head intended to describe the burglary, and then spring to his feet with a dramatic wave of the hand towards him, and say, 'There, Mrs MacArthur, is the criminal! There lies the viper on whom you have lavished your hospitality, the snaky and systematic serpent you have been induced by underhand means to pity.
The Judge-Advocate then left the court, and MacArthur called out: "Am I to be cast forth to the mercy of these ruffians?" meaning the civil police and added that he had received private information from his friends that he was to be attacked and ill-treated by the civilians; whereupon the military officers undertook his protection and told the soldiers in the court to escort him to the guard-room.
These discussions, conducted at great distances, all took place in one day. General MacArthur immediately informed the Joint Chiefs of Staff here in Washington that he was prepared to initiate plans for an attack on Leyte in October. Approval of the change in plan was given on the same day.
The South Australian Government soon after sent a survey steamer to the group called Sir Edward Pellew's Islands, which had not been visited since the days of Flinders. The mouth of the Macarthur was found and sounded, and shortly afterwards a township was formed at the head of navigation.
On the north coast, we meet with the Victoria, the Daly, the Adelaide, the Alligator, the Liverpool, the Roper, the Limmen Bight, the Macarthur, the Robinson and the Calvert, the Albert which is the outlet for the Nicholson and the Gregory the Leichhardt and the Flinders, the Norman, the Gilbert, the Einesleigh, the Mitchell, the Archer, the Jardine, and the Batavia, which brings us back to our starting point at Cape York.
"I think the longer the sentence, the better will be the conduct of the individual," because his only chance of obtaining any degree of liberty is from good conduct. See Evidence of J. MacArthur, Esq., before the Committee on Transportation in 1837. No. 3350-3, p. 218. Dr. Ullathorne expresses a contrary opinion.
If the Commission ever got, in writing, from General MacArthur, a 'recommendation' that any provinces be placed under civil rule while still in insurrection, the text of the writing will show a mere soldierly acquiescence in the will of Mr. McKinley, the commander-in-chief.
